Kemper County IGCC Project

This $7.5 billion first-of-a-kind megaproject involved the development of a lignite-fueled 2-on-1 integrated gasification combined cycle (IGCC) facility that utilized state-of-the-art emission controls to produce electricity from lignite mined adjacent to the site. The plant also featured carbon capture technologies intended to capture over 65% of the carbon dioxide and produce marketable byproducts of ammonia and sulfuric acid.

Pegasus-Global was engaged by MPC to conduct a prudence evaluation concerning MPC’s decision-making and execution of the megaproject, including the specific first-of-a-kind aspects of the project and how the planning, management, and control aligned with industry standard practices. The evaluation culminated in filed testimony before the Mississippi Public Service Commission, with Pegasus-Global also providing responsive testimony to intervenor testimonies filed in this proceeding.
