Darlington Nuclear Refurbishment Program
Aimed at extending the life of the Darlington Nuclear Power Plant by 30 years, this $12.8 billion megaproject included extensive re-tubing and feeder replacement, rehabilitation of the turbine generators and control systems, defueling of the reactors, and refurbishment of fuel-handling equipment.
The overall mega-program is considered to be “first-of-a-kind” (FOAK), with the individual projects within the mega-program also comprised of FOAK and first-in-a-while (FIAW) elements, presenting unique challenges to the planning and execution of this program.
Pegasus-Global was appointed as an independent auditor and assessor of the refurbishment megaprogram, providing an objective assessment of the degree to which OPG’s plan and approach was consistent with the way other megaprojects have been delivered. This evaluation included a review of processes for the management of costs, schedule, and risk, contracting strategies and management, and the use and application of contingency. The engagement culminated in Pegasus-Global providing testimony before the Ontario Energy Board.
